Plastic packaging waste is a significant challenge faced by the Government of Spain. Although the plastic recycling rate of Spain in terms of mechanical recycling technology is high compared to other European countries such as the Netherlands, Germany, the UK, France, and Italy among others, the country still lacks behind in terms of chemical recycling.
To tackle plastic waste on April 2022, Official State Gazette published Law 7/2022 on Waste and Contaminated Soils aims to tackle plastic waste thereby reducing its impact on land and marine environment. Based on the law the Spanish legislature approved a new tax on non-reusable plastic packaging which was effective on January 1, 2023.
The new tax imposes a tax rate of EUR 0.45 per kg of non-recycled plastic packaging and is envisaged to collect approximately EUR 724m of revenue annually for the Government. This new tax is expected to impact consumer and industrial businesses since it is applicable on imports, and manufacturing of nonreusable plastic packaging.
