The German Ministry of Transport took the initiative in June 2012 to establish a countrywide hydrogen network and boost hydrogen infrastructure for hydrogen refueling stations. The ministry signed a letter of intent (LoI) with industry players such as Total, The Linde Group, Air Products and Chemicals, Inc., Daimler AG, and Air Liquide as part of this initiative.
Under such terms, industry players were given a target to construct at least 50 hydrogen fueling stations by 2015 in Germany's metropolitan cities and significant corridors. In 2014, six participants of the Clean Energy Partnership (CEP), including Shell, Linde, Total, Air Liquide, OMV, and Daimler, established a joint venture known as H2 MOBILITY to enhance the pace of the establishment of hydrogen fueling stations across Germany.
The joint venture aimed to set up around 400 hydrogen fueling stations in Germany based on the increase in fuel cell vehicles on road. The initial goal was to establish 100 hydrogen fueling stations in conurbations such as Nuremberg, Hamburg, Munich, Berlin, Stuttgart, Frankfurt, and Rhine-Ruhr by the end of 2019.
